A report by the Higher Education Policy Institute (Hepi) warns that young men are being drawn to toxic masculinity due to male underachievement in education and a lack of “boy positive” environments in schools. Over the past decade, around 500,000 boys are estimated to have missed out on higher education, and this growing educational gap risks pushing some towards political extremism. The report blames factors such as lower aspirations, lack of male role models, and teacher bias. It highlights that boys often grow up in female-dominated settings—both at home and in professions they encounter—leading them to seek role models on social media, where they may encounter harmful influencers.
Former UCAS chief Mary Curnock Cook criticized society’s complacency about male underachievement, and cited research showing 24% of parents feel boys are made to feel ashamed of being male at school.
The report urges schools to create boy-positive environments, encourage boys into female-dominated careers, and celebrate International Men’s Day. It also calls for appointing a junior minister for men and boys and having universities consider men a disadvantaged group in admissions. Co-author: Mark Brooks described boys’ underachievement as a truth that dare not speak its name.
